Consumer Narrative

I have gotten an email from Paypal credit card through synchrony bank that I thought was spam for the amount of XXXX which I never used or authorized. I didn't even think I had a paypal credit card. When I went to look at my credit report it is also showing this information, but I never bought this or even realized I had a paypal credit card. Now it's effecting my credit and apparently I owe this money I didn't spend?
