I bought 5 " NETSPEND '' Visa cards at XXXX in XXXX XXXX AZ to send to my grandkids and daughter for XXXX. After purchasing them and opening the packets the instructions looked complicated for a XXXX and XXXX XXXX XXXX. Thus, I tried to get them authorized, first online and then with multiple phone calls. The first took 30-45 min and several calls. They wanted my SS # which I did not think was necessary. After several minutes I found out if one were to use them at stores the SS # was not needed. This was difficult info to get from the reps who spoke poor English. It took approx. 3 hours to get these cards all authorized. I decided to spend them at XXXX where I'd gotten cards before. NONE OF THEM WORKED! LATER THE DAY I WAS ABLE TO USE ABOUT {$80.00} at a Resturant, but only 2 cards worked.I later called to get a refund but couldn't access that function on the phone menu. Disgusted, I quit. I spent about {$190.00} on the and was only able to use about {$80.00}. I think these are a scam. XXXX refused to give me a refund. the companies issuing these were " XXXX XXXX XXXX, licensed from Visa USA , Inc ( 4 cards ) and XXXX, also licensed from VISA,
