I was issued a prepaid virtual disbursements XXXX which is managed by a XXXX company called " Blackhawk Network Holdings ''. The card has a prepaid balance on it, and I have all paperwork/emails stating and showing the cards rightful balance. The card does not work, and despite numerous attempts to utilize it, no merchant is able to charge it, including reputable firms like XXXX. I then received information from this company that this card had " dormancy fees '' which have basically eroded the value of the card. I received the card in late XX/XX/2022 and it seems 5-6 months later, much of the value of the card was already gone due to these mysterious and predatory " dormancy fees ''. One fee amount of " dormancy '' was over 25 % of the card balance - truly unethical behavior and predatory. The e-mail which I received does not highlight these fees or underline this issue prominently anywhere, nor is there a link to any terms and conditions on the email I received. What this company seems to do is provide gift cards, make it difficult to access those gift cards and then have " dormancy fees '' which quickly erode the XXXX XXXX the card so a consumer can not spend the capital and they likely keep it. Their business model is truly scummy. Their business practice is truly predatory and significantly harmful to the American customer, I am asking the CFPB to assist in looking into this matter. This is a truly unethical company and their dishonest and unethical behavior has to be investigated. I am rightfully owed this money and I am looking for them to rectify this issue immediately and provide me the funds they are legally obligated to provide me.
