On XXXX, spoke with XXXX, a supervisor with the customer service support team ( part of cardholder services assitance team ) re : my concerns over BHN disallowing debit cards from being able to be used via pin-based transactions in common retailers. Received request for callback within 24-48 hours. Callback received ~120 hours later on XXXX. XXXX reviewed activity of 2x cards ( note : I currently have several hundred such cards in my possesion ). XXXX explained that the cards are active, but are currently disallowed from being used at my selected vendor for " security reasons '', which could not be disclosed. He explained that the vendor, a local grocery store which I attempted a transaction, has been temporarily suspended from all card transactions with BHN. XXXX 's solution was for me to use the card at a different vendor. I explained to XXXX that this was unacceptable, as I would like to use the card at the vendor of my chosing. I further explained to XXXX that my theory is that BHN is purposefully disallowing pin-based debit card transactions in a way to try to force users to run transacations as credit, which nets BHN more money per transaction. i.e., I believe they are purposefully circumventing governmental regulation that governs pin-based debit card transactions. I have evidence of this because the same cards will work at the " security restricted vendor '' when running the transactions a credit instead of debit.
