Consumer Narrative
I received a prepaid debit card from XXXX XXXX XXXX for being a part of a research project. I went online to registered the card, per the instructions I received, which were published by Bank of America, the issuer of the card. I tried to use the card a couple of weeks later, and it was refused. I was trying to use the card on XXXX. I went on the Bank of America website to confirm that my card was registered to me, and I updated the PIN for the thing. All seemed in order there, so I figured there was a problem with my trying to use the card because it is a debit card ( I don't use debit cards because they are innately insecure, so I don't really know how it works, using them online. Then, I tried to use the card again on XXXX, and the card was refused, again. Same drill with the Bank of America website, which reported that my card was registered in my name, and associated with me at my home address. Then, I tried to use the card via XXXX to pay for a donation I wanted to make a donation to a not for profit. The card was refused yet again. Same drill with the Bank of America website, but this time I followed up by calling the customer service number on the back of the card. This time, I spent XXXX minutes on the phone, getting the problem fixed, with my call being dropped by " XXXX in Tennessee '' because his VPN wasn't working properly. Apparently, Bank of America 's site for registering prepaid cards did not associate my card with me, and it was showing up as unregistered on XXXX 's screen. I want Bank of America held accountable for this scheme, because we all know that this was intended to make it hard for me to access this money in hopes that Bank of America could keep it for its management to count as profits when the card expires in XXXX years. The bank is notorious for pulling these kinds of cons, and the managers of the bank must be held accountable for this illegal behavior. Oh, and I also found out when speaking with XXXX that Bank of America will not allow me to use the card when transacting through XXXX, one of its competitors. That seems to fly the face of all kinds of competitiveness laws and regulations. If denying me the ability to utilize XXXX to clear my transactions is legal, I want CFPB to explain why that is, because I want to write my elected representatives to complain about that. And for the record, nowhere in the paperwork I received when given this card does it clearly state that I am not allowed to transact over XXXX 's infrastructure.
