My XXXX XXXX XXXX bought a card from the XXXX XXXX store in XXXX Oregon. I am not sure if it is legal to sell those cards to minor in order to buy XXXX games on line. I did not approve the purchase I tried to return to the XXXX XXXX store they refused to take it back. So I tried to use at the store to pay for something else. Every time we tried the transaction get declined I contacted the company issued the card " NETSPEND '' several time and luck to solve the problem. One time the agent asked for my social number and more information I never been asked before to activate card with balance of {$10.00} of kind question. I did refuse to give here the social and asked her to to speak with here supervisor I did explain to him hoe the card was sold to XXXX son and it has balance of {$10.00} and they charge him {$3.00} at the XXXX XXXX for the card. So he said I am going to activate the card for and it has {$10.00}. When I tried to pay for a shoes for my son at XXXX and I was shocked when the card has only {$2.00} on it. I called again and talked to one agent at the NETSPEND and told one of your supervisor and said it has {$10.00} balance on it. and when we tried to pay for a a purchase it has only {$2.00} how that happen? I said some one from you company must stool the money. She said there is an unused fee for {$5.00} I was shocked to hear that from here I believe this company is scam company and trying to take money from minors by selling those cards.
