Im trying to exchange damaged bills in different financial institutions. They all refuse me for not being a client. Which I can't be, because I am just on a tourist trip to the US. I contacted the XXXX XXXX XXXX and XXXX and they reassured me that the banks must comply with the federal regulations. I showed the email to the managers of the banks, and they claim their internal policy does not allow to receive and exchange damaged bills from non clients.
