I was charged for a service I did not receive in my Citi MasterCard by XXXX XXXX XXXX XXXX in the amount of XXXX on XX/XX/21 of which I was never given a receipt. XXXX XXXX XXXX XXXX XXXX also charged my husband 's Visa credit card XXXX. When he complained to his XXXX XXXX Visa credit card, the dispute was resolved immediately to his favor, based on services not rendered and on a nullified Proposal. I filed a dispute with Citi Cards and complained to youngs water and sewer but they only credited me a portion of that amount and not the full amount. The pending amount was XXXX. I then complained to Citi and there was much confusion given their disputes operate in XXXX and there is a language barrier. In fact, one of their dispute reps stated that there was confusion with the investigators and after speaking over the phone with me helped to clarify. This rep also stated that it would help for the investigators to call but they did not. I made repeated calls to Citi disputes and while over the phone I clarified many times this issue with them confirming over the phone that I am not responsible and that no services or products were ordered, they responded with differing information then closing the dispute claiming I was responsible, then reopening the dispute multiple times. to finally stating that because the merchant refuses to issue a full refund, I would have to pay the remaining {$2800.00} when services were not rendered. Citi has closed and reopened this dispute multiple times going back and forth with me and the vendor who has violated visa and MasterCard rules with making fraudulent statements of services not rendered and products never ordered by XXXX and claims of a restocking fee. Citi after 4 months is now saying I will be charged for the portion the vendor has refused to refund my account ( XXXX ). When in fact I never received any services or products nor have I received a receipt for the charge youngs water and sewer placed on my credit card. I provided all documentation to Citi including the false claims evidence. I never received the final details from Citi as to their investigation and how they arrived at their conclusion given the evidence I provided. Other than the dispute rep stating that the merchant and merchant refuses to refund me the full amount.
