Billing Error according to the Fair Credit Billing Act ( FCBA ) Charges for goods and services you didnt accept or that werent delivered as agreed. In my case, XXXX, did not provide the services that were stated in the contract between XXXX and my company. I utilized Citibanks online dispute process on XX/XX/2019. According to the Fair Credit Billing Act ( FCBA ) the creditor must acknowledge my complaint, in writing, within 30 days after receiving it ( the dispute ), unless the problem has been resolved. Citibank acknowledged in an email, on XX/XX/2019, which was 31 days later. According to Fair Credit Billing Act ( FCBA ), the creditor, Citibank must resolve the dispute within two billing cycles ( but not more than 90 days ) after getting my dispute letter. 90 days from XX/XX/2019 was XX/XX/2019. Citibank told me, they mailed the merchant, XXXX on XX/XX/2019, 38 days passed their 90 days of resolving this dispute. XX/XX/2019 is the date XXXX charged me, {$15000.00} for services for a retainer. Services that were stated in a contract and never received. I paid the full {$15000.00} charge on, therefore there were no finance charges. According to the Fair Credit Billing Act ( FCBA ), the creditor, Citibank may not take any legal or other action to collect the disputed amount and related charges during the investigation. Citibank did credit the {$15000.00} to me on XX/XX/2019, but then reversed the credit on XX/XX/2019, while the investigation was still going. Through many emails between me and Citibank, Citibank credited me the {$15000.00} on XX/XX/2019, but then reversed the {$15000.00} on XX/XX/2019. The investigation was still on going, but Citibank held on to the {$15000.00} while they were investigating. According to the Fair Credit Billing Act ( FCBA ), if the creditor, Citibank investigation determines the bill is correct, you must be told promptly and in writing how much you owe and why. This never happened. According to the Fair Credit Billing Act ( FCBA ) and creditor, Citibank who fails to follow the settlement procedure may not collect the amount in dispute. Citibank, as I stated above did hold on to the {$15000.00} while they were investigating. Since Citibank has not followed Billing Error according to the Fair Credit Billing Act ( FCBA ) I would like Citibank to reimburse me the {$15000.00} that should have been refunded to me. Citibank, never closed this investigation as far as I know, they just erased it from the records.
