A long time ago I told chase customer care to not allow any charges or payments to my account ending in XXXX if they can not be covered. More recently, I had lost my debit card to this account. Chase stated that they sent me a new one, which I never received and I believe this happened twice now that I have not received my debit card from them. As a result I had to start depositing money into my other checking account which I only have to pay rent, where I would transfer my rent money every month form my account ending in XXXX to the other account. However, since I was unable to get a debit card properly mailed to me for my account ending in XXXX, I had to start getting payroll deposited to my other checking account that I use for rent, so that I could access my money with a debit card. In the meantime, I would transfer money from my secondary checking account that was initially for rent to my main checking account ending in XXXX to cover payments to XXXX and so forth, until I FINALLY received a debit card for checking account ending in XXXX and could then resume to my regula lifestyle because my XXXX and everything else was already set up with account XXXX. Over the course of the last few weeks, Chase has allowed charges to my account when there were not sufficient funds to cover them. I told Chase several times that I rather have XXXX let me know if there is an issue with payment so I have time to transfer more money. I have so many payments with paypal that I use to pay for things with over the course of four biweekly installments that it is hard to keep track. When my entire payroll would go into this account, it was not an issues, but since I had to temrporarily use my other account until I could finally receive a debiot card, all thse problems started. Chase confirmed my correct mailing address twice now for my debit card, and my debit card has still not arrived It's been several months. I the meantime, I a getting charged through the nose overdraft fees because I can not keep up with tranferring money into this account since I've had to start using the ther account for daily needs until I can get a debit card to this account that is linked to everything, Last week I got three out of four ovferdraft fees refunded, and this week they charged me five overdraft fees that they refused to refund any of even though I AGAIN asked them last week to please not let any charges through, that I rather get a call from the merchant or XXXX letting me know there is an issues so that I can ensure that I transfer money to this account if I do in fact owe payment. They agreed to stop all charges and payments that are initiated by third parties or otherwise if the account did not have enough money transferred into it. I was deciding in the meantime which account was worth keeping as keeping both was too much of a hassle if I am unable to get a debit card to the one ending in XXXX that I predominantly use. XXXX also caused a major issues, because I had returned a high ticket item back to XXXX XXXX, and instead of refunding me, they CHARGED ME a second installment payment when the product was already returned. I called paypal and they apologized and stated that they will refund both installment payments soon. In the meantime, I was not expecting this large payment amount to go throug, which then caused a series fo overdraft payments for my other paypal payments. Chase refused to honor this situation and refund me the overdraft fees. Had chase proeprly provided me with a debit card that I can actualy receive at my verified with them now TWICE mailing address I would not be forced to use my rent account for daily needs and thus payroll which then causes me to have make transfer to the account ending in XXXX. I am not sure what CHase is up to, but they seem to be blocking me from using my account ending in XXXX by not senidng me a deboit card that I have been waiting for for months now, and then charging me overdraft fees for payments linked ot this account because I had to start using my other account for daily needs and constantly do transfers. This has been a hassle with my time and money, and I have paid Chase money that I do not owe them. Today chase told me that the transactions they will decline are only for debit cards, so I let them know that every time I spoke to their customer service representative, each representative promised that absolutely no transaction would go through if there were insufficient funds for it. They NEVER disclosed that it was only for debit card PURCHSES, they state ALL TRANSACTIONS. I have been defrauded and I need help!
