Consumer Narrative
In XX/XX/year>, I was charged approximately {$1200.00} on my Chase credit card for a travel program with a company called XXXX XXXX. The total cost of the program was {$2400.00}, but only half of the amount was billed to Chase. The trip was scheduled for XXXX XXXX XXXX in XXXX. I did not attend this trip, and no services were provided to me. Prior to the trip, I notified the merchant in advance that I would not be participating due to documented civil unrest and unsafe conditions in the destination region. These conditions were confirmed through multiple news outlets and U.S. State Department advisories. Additionally, the accommodations and trip conditions were not accurately represented at the time of purchase. I filed a dispute with Chase and submitted evidence showing that : I did not receive any services or benefits. I notified the merchant before the trip. The payment invoice did not contain a cancellation policy or non-refundable terms. I never signed or agreed to any terms related to cancellation or refunds. No audit trail exists showing that any such terms were provided at the time of payment. Travel advisories showed the region became unsafe. Chase denied the dispute. They later provided merchant documentation, but the documents do not include my signature, do not show any cancellation policy, and do not contain any proof that I agreed to non-refundable terms. Despite this, Chase upheld the denial. I asked Chase whether the merchant provided any signed agreement or any record that I accepted non-refundable terms. I have not received a clear answer. I was also told that documentation would be provided electronically, then told it would arrive only by mail, and received conflicting explanations about the process. It appears Chase may have denied the dispute before receiving valid merchant evidence, which would not comply with dispute handling requirements. I have cooperated fully and provided extensive documentation. No services were provided, no contract was signed, and the merchants materials do not demonstrate that I agreed to any refund restrictions. I am requesting CFPB assistance to ensure Chase : Confirms whether any signed agreement or consent to terms actually exists, Provides me with all merchant documentation used to deny the dispute, Reopens the dispute if no valid proof exists, and Reverses the {$1200.00} charge for services not provided.
