Hi- I purchased a Visa Signature gift card from the local XXXX. Shortly after activating the card it started getting declined at all merchants even though there is a sufficient balance on the account ( validated on vanillagift.com ). Ive placed multiple calls to the number on the card to attempt to resolve the issue. About XXXX months ago I requested a replacement card, however a replacement card never arrived. Calling in is burdensome. I still have the gift card with a balance of {$70.00} on it that Im unable to access. Additionally, the terms and conditions do not clearly indicate how to submit an error per Reg E. Please consider this a Reg E notice of error. There seems to be a technical issue with my card preventing me from accessing my funds. Thanks, XXXX XXXX
