I received an Amex Gift Card and activated it as required before it could be used. The Amex website portal XXXX XXXX XXXX XXXX XXXX XXXX ) shows a balance. I have attempted to use these funds with various online merchants such as XXXX and XXXX ( using {$1.00} less than the face value of the card ). And all the transactions have declined. I then tried again with various other amounts less than the full face value with no success. Many people have reported having this problem starting this past year. I submitted a prior complaint and AmEx 's response is that because there was a pending transaction they could not issue a check for the funds. The attached documents show no pending transactions on the gift card.
