I receive daily refinance offers from Capital One through email and mail. They only have a pre-qualification process and during that process thats automated that my loan amount is too high. The process will NOT allow you to actually submit your credit application if you can not get pre qualified. I spoke with someone in the escalations area and was told I can not submit an application if I dont pre qualify. I believe this is a regulatory violation as I have a right to have an application submitted and receive a decline letter.
