We have called the Kia Leasing Department several times to request this form and we have been very specific that it needs to have the DO NOT MAIL water mark on the form. The Illinois Secretary of State requires this water mark as proof that sales taxes have been paid so the car can be retitled in our name and that we can properly register and plate the car. We purchased this car on XX/XX/XXXX and as of XX/XX/XXXX we have not received the appropriate form in spite of numerous requests on our part. As a result, we can not retitle the car and can not update registration and get new plates. No one from KIA seems to know how to resolve this and every time we call we have to start from square one and deal with a different person. We have spent hours on hold, have been hung up on, lied to and we have escalated to supervisors on 3 separate occasions without resolution. Since KIA has leased and sold cars in Illinois for as long as I can remember, I find it unbelievable that they do not have a documented process that they follow. It should not be on the consumer to follow up to get the proper documentation. We met our contractual agreement to lease and purchase the car and we expect the same from KIA. A buyout at the end of a lease should be a core business process and the level of incompetence and apathy we have experienced is stunning.
