According to 15 USC 1681a Definitions ; Rules of Construction ( 2 ) EXCLUSIONS-consumer report DOES NOT INCLUDE- ( A ) ( i ) Report containing information solely as to TRANSACTIONS OR EXPERIENCES BETWEEN THE CONSUMER AND THE PERSON MAKING THE REPORT, Also According to 15 USC 1681b-Permissible Purpose of Consumer Report DL for proof of identity ( address getting changed asap on DL ) and proof of address is uploaded so there wont be any reason for stall tactics as these items have been submitted on multiple occasions previously via certified mail
