I have a Virtual Wallet account through PNC Bank. When I opened this account years ago one of the perks of the account was that ATM service fees would be reimbursed up to a certain amount. Sometime in the past year they changed the conditions of the Virtual Wallet account. Now they not only do not reimburse service fees but actually charge an additional fee on top of the ATM fee. When I inquired to a representative why this had changed, they were only able to tell me that they included a notification on a statement in XXXX of XXXX. They did not provide reasons for the service change nor for charging the additional fee. Compounding the issue is that at my local PNC branch ( XXXX XXXX XXXX XXXX, Washington , DC XXXX ) the ATMs are constantly in a state of disrepair and are not accessible after business hours. They've created a situation where you have to use non-PNC ATMs to withdraw cash and then make a profit off the inconvenience.
