In XX/XX/2022, I made a purchase to XXXX XXXX XXXX using a paypal account, pay and XXXX loan. I paid cash in 4 installments via my paypal. There was an ongoing dispute with the retailer that was eventually resolved and a refund was issued by XXXX to Pay Pal for XXXX under transcaction XXXX. The issue is that the refund went to a closed paypal account under the same email and phone number as that paypal account that the original pay and 4 purchase was made was closed for security reasons in XXXX. Pay pal sees the refund and acknowledges it but for some reason they can not seem to either transfer the funds or credit to the new and open paypal account, issue a check or send the refund back to XXXX and bascially are keeping the funds. I have logged in hour and upon hours on this issue with no success or resolve.
