I used my credit card in a foreign country ( XXXX, XXXX, XXXX ) to pay for a meal at a restaurant. The restaurant has a relationship with another company in XXXX XXXX, Nevada, XXXX where the charge is forwarded to. That company submitted the charge to Capital One as a cash advance after adding an unidentified fee. Capital One charged me a fee for a cash advance and interest. I did not receive any cash and only paid for a meal at a restaurant with my credit card. This resulted in XXXX additional charges or fees in addition to the expected charge for the dinner : 1. The 3rd party in XXXX XXXX, Nevada added an unidentified fee and passed it off as part of the exchange rate. The reason I know this is because the restaurant owner later explained to me that the restaurant pays no fees for the credit card transaction but the third party adds additional fees to the charge and hides it in the exchange rate. 2. Capital One had a fee for a cash advance. 3. Capital One accessed interest on the cash advance. As of now, I have done a charge back related to the charge and went personally to the restaurant and paid them in cash. The restaurant told me they would accept the charge back. Capital One posted the charge back but the waiting period has not yet expired. It is possible the 3rd party out of XXXX XXXX will dispute the chargeback. Since I had no relationship with this 3rd party and the original vendor ( the restaurant ) is in XXXX and I am back home in the XXXX. it might be difficult for me to do anything about this. If that happens that means I paid for the meal twice, paid extra for fees hidden as part of the exchange rate, paid a fee to Capital One and paid interest on a phony cash advance. There should be a rule or law that makes the credit card companies ( Capital One in this case ) responsible for fees or charges on transactions when unidentified third parties are involved. After all, I have no relationship with the third party in XXXX XXXX that added the additional charge and passed it off as part of the exchange rate. Furthermore, that company said it was a cash advance when it wasn't resulting in additional fees and interest from Capital One. Finally, Capital One directly charged me a fee for a phony cash advance and charged me interest. Does this seem right? How many others have been duped without knowing it because the additional charge from the third part was hidden as part of the exchange rate?
