I did not live in XXXX on XXXX the XXXX, XXXX, and could not have incurred an obligation to the cities water services. See pages 41 and 42 of attachment I submitted a complaint with XXXX via XXXX XXXX, but nothing was fixed or removed. My understanding is changing the date on debt is illegal.
