On XX/XX/2021 my card was charged {$8000.00}. The merchandise was not as described and I demanded a refund from the merchant of {$8000.00}. Instead the merchant credited {$7800.00} without explanation. No merchandise was received or returned by cardholder. Cardholder received photos of merchandise and it was not as described or agreed. Visa chargeback terms do not allow a merchant to assert a return policy when merchandise is not as described. The XX/XX/2021 charge was on my billing statement dated XX/XX/2021. I had 60 days to dispute the charge from the date my statement was received. On XX/XX/2021 I disputed the charge of XXXX ( the difference between what I paid and what was credited ). Capital One wrote back on XX/XX/2021 stating they credited my account {$230.00} provisionally and asked for more information. I provided all of the information asked for on XX/XX/2021. Almost one month later on XXXX Capital One writes back that my documents are invalid and that my complaint was not timely. Capital One further debits me account {$8000.00}. Credits and Debits : XXXX Original Charge XXXX - Merchant credit XXXX - Capital One credit XXXX Capital One debit XXXX. Total chargeback to me for this dispute. I never even disputed the XXXX. Further, the XXXX was never credited to me a provisional credit. Only XXXX was provisionally credited. Capital One has no authorization to debit my account by {$8000.00} as this amount was never disputed.
