I am submitting this complaint because my prior dispute was not resolved on the merits and appears to have closed or disappeared due to system limitations. I purchased an XXXX bundle through Klarna in XX/XX/XXXX. The underlying seller was XXXX. The order was materially incomplete because paid accessories included in the purchase were never delivered. In XX/XX/XXXX, shortly after delivery of the incomplete order, the XXXX failed under normal use. I attempted to resolve the issue with the merchant, but the order was never completed and a lawful return was not facilitated. I disputed the charges. Klarna initially classified the issue as faulty goods and recorded refund adjustments and payment plan changes. Klarna later rejected the dispute due to an internal classification issue, stating it was submitted as full order missing rather than partial order missing, and then blocked further dispute review due to system limits. During a recorded phone call in XX/XX/XXXX, a Klarna representative stated that Klarna would only refund me if the merchant refunded Klarna first and further stated that because my bank reversed provisional credit, Klarna considers itself correct and held harmless. When I stated that conditioning a consumer refund on merchant reimbursement violates federal consumer protection law, the representative terminated the call without escalation or written determination. I am requesting escalation, correction of the account balance, and a written determination based on the merits of incomplete delivery and defective goods, not internal system limits, dispute categorization, merchant reimbursement, or a banks procedural denial. I have attached a reconstructed transcription of our call and can provide the actual recording upon request. It is XXXX.
