( Cross-referencing prior XXXX XXXX. XXXX ) This is a new formal complaint against Halsted Financial Services because XXXX did not provide a legally sufficient response to Complaint # XXXX. Halsted Contacted Me After Receiving My Written Dispute Despite claiming they placed an immediate cease, Halsted sent text messages after receiving and signing for my written dispute and cease-communication letter. This violates : FDCPA 1692c ( a ) improper communication FDCPA 1692c ( c ) cease-communication FDCPA 1692g ( b ) continued collection during a dispute Halsted did not address this in their response. 4. Halsted Improperly Transferred My Disputed and Unvalidated Account Halsted forwarded this accountwhich was actively disputed and unvalidatedto other collectors, including : XXXX XXXX XXXX XXXX XXXX XXXX Transferring a disputed account without first validating it is prohibited by FDCPA 1692g ( b ). Halsted gave no explanation for this action, nor any documentation showing they had the right to transfer the account at all. 5. Halsteds CFPB Response Was Non-Responsive and Avoided All Substantive Issues Halsteds reply to my prior complaint : did not validate the debt, did not provide licensing, did not explain the illegal communication, did not explain the improper transfer, did not provide required records, did not address any statutory violations. Simply stating the account was closed and returned to the client is not a legal resolution and does not cure any past violations. 6. Halsted Is Collecting a Debt They Can not Validate and Without Providing Evidence They Are Licensed to Collect It Halsteds own letter confirms : They can not validate the debt. They are collecting on behalf of a client anyway. They forwarded the account without resolving the dispute. They have not produced licensing as required by NY State and XXXX. This places a consumer at significant risk and violates both state and federal law. I request that Halsted be required to preserve and produce all internal records related to this account, including system logs, communication records, dispute handling notes, transfer history, licensing documentation, audit trails, and any documents received from their client.
