Issue : Improper handling of a disputed charge ; failure to process a billing error ; repeated run-around between TD Bank ( issuer of the Target XXXX ) and XXXX. Complaint : I am filing a complaint regarding TD Bank, the issuer of the Target XXXX, for failing to properly handle a dispute related to a duplicate charge from a voided Target return. On XX/XX/XXXX, I returned XXXX items to the XXXX XXXX XXXX Target Store # XXXX totaling {$1600.00} ( purchases : XXXX XXXX on XX/XX/XXXX for {$1100.00} ; XXXX XXXX on XX/XX/XXXX for {$100.00} ; XXXX XXXX on XX/XX/XXXX for {$360.00} ). During the return, Targets system voided the refund mid-process, causing my account to be charged again immediately. The return shows as refund posted then immediately post-voided, leaving me with a posted charge but no refund. I visited the store XXXX additional times ( Tue night and Fri morning ) and spoke with XXXX ETLs who confirmed they see the items returned but can not process a refund due to an internal system issue. I have also contacted Target escalation support XXXX times and received multiple case IDs ( XXXX, XXXX, XXXX ) with no resolution. When I contacted during the process, TD Bank RedCard support repeatedly refused to open a dispute or Payment Research request and instead kept transferring me back to Target customer serviceeven after I explained that the charge is posted, the return was voided, and Target could not correct it. TD Bank failed to follow required billing-error procedures and declined to investigate. I am requesting the CFPBs assistance to : Require TD Bank to open and investigate the duplicate charge dispute. Remove or correct the improperly posted charge. Prevent further delays caused by TD Bank sending me back to Target instead of handling the billing error as required under Regulation Z. I can provide receipts, XXXX statements, and documentation of all store visits and case IDs.
