Capital One XXXX credit card charged an annual fee from a XXXX XXXX account that I had closed last XXXX. I saw it on my XXXX card statement online and called them right away saying that account had been cancelled. Credit card person didn't speak XXXX very well and it took a while for me to understand that a " virtual card '' had been created for the charge. I already have a " virtual '' card to protect against giving my real card number for online orders. It took me a while to grasp that it wasn't my " virtual '' card number used, but one created just to put this phony charge through. XXXX then agreed to dispute the charge and gave me a temporary credit. It seems like a crime to me that any merchant can put through any charge they want by following this despicable practice. I called later to Capital One and finally got a so-called supervisor in the XXXX who insisted that this is common practice. I asked her to send me an email to that effect, but she said that they were not allowed to send emails. If this is not against the law, it SHOULD BE.
