I made a transaction through paypal on XX/XX/XXXX ( XXXX is the transaction ID ). This was a purchase of an item on XXXX The item received from XXXX was not as described ( wrong item was sent ), and I opened a case with Paypal. The case ID is XXXX XXXX The case was opened on XX/XX/XXXX On XX/XX/XXXX, paypal sent me an email stating that the seller has agreed to a refund, provided the item was sent back and tracking was submitted. The item was sent back to the seller, and tracking was submitted XX/XX/XXXX - tracking number XXXX The tracking shows the item has been delivered back to the seller 's return address. Paypal has since closed the case in the seller 's favor, despite the email from XX/XX/XXXX stating a refund would be provided if the item has been sent back. I've appealed the case several times, and their " back office '' keeps declining the appeal with no reason. Paypal is lying and not fulfilling their " buyer protection '' terms.
