I called Discover debit card services to dispute a transaction for XXXX for a merchant who never delivered the goods I ordered. I expressed that the merchant had not really to any of my emails asking for an update as well as a request for a refund. I was told by the Discover representative she could not help me because it was against Federal Law to allow a dispute for non-receipt of merchandise. I told her that did not seem right and asked if this was a Discover policy or a Federal Law. She stated it was a Federal lax that was applicable to all networks, as I told her I had worked with Visa and the past and this was never an issue she states this has always been the case and that I needed to continue trying to work directly with the merchant as I had no recourse with Discover.
