My complaint is regarding a transaction made through PayPal and the amount is {$380.00}. In my PayPal account, I have had XXXX credit cards and XXXX checking account added. They include a XXXX credit card, a PayPal credit card and a XXXX XXXX Bank checking account. PayPal allows me to designate XXXX primary payment method and I have always chosen a credit card as my primary method of payment, never my checking account. When I made a purchase on XX/XX/year> with XXXX XXXX using PayPal as my method of payment, there is a dialogue page which requires me to choose which credit card or account in PayPal I want to be billed for this transaction. On that dialogue page, I explicitly chose my XXXX XXXX credit card ending in XXXX as my method of payment. Unfortunately, XXXX XXXX did not ship the item for the next 9 days. My authorization on XX/XX/XXXX dropped after XXXX days. Then on XX/XX/XXXX, XXXX XXXX charged me for the {$380.00} and shipped the item. Between XX/XX/XXXX and XX/XX/XXXX, I removed the XXXX credit card ending in XXXX from my PayPal account and designated my PayPal credit card ending in XXXX as my primary method of payment. Note that my PayPal credit card has been in my PayPal account all the time and it is NOT a card added after XX/XX/XXXX. Then on XX/XX/XXXX, I saw PayPal billed the {$380.00} to my XXXXXXXX XXXX XXXX checking account, instead of billing it to my XXXX credit card ending in XXXX. This was very unexpected, since my authorization was made to XXXX credit card. And even XXXX was not in my account anymore, my primary method of payment is still PayPal card which has been in my account all the time and is my primary method of payment. Since I did NOT authorize the transaction to be billed to my XXXX XXXX checking account, and I have no money in this checking account, I immediately called PayPal to do XXXX things ( XXXX ) change the billing to my PayPal credit card. ( XXXX ) file an unauthorized report since the billing on XXXX XXXX was unauthorized. ( XXXX ) request information on my original authorization to XXXX credit card ending in XXXX and a refund of my {$30.00} overdraft fee to be charged by XXXXXXXX XXXX XXXX. I received a report for my unauthorization complaint and the case number is XXXX XXXX Within 1 day, I was rejected this complaint and the case was closed. PayPal concluded that I made the authorization to XXXX XXXX and the fact that my authorization was to XXXX credit card does NOT matter. PayPal thinks that it has full discretion on which card or checking account it can bill me for this transaction and details in this financial agreement does not matter. I log on to my PayPal account and could not find any places to appeal this case. So I emailed PayPal at this address : XXXX The email is to emphasize that my authorization was made to XXXX credit card ending in XXXX, not to my XXXX XXXXXXXX XXXX checking account. And this detail is an important part of my financial agreement and it matters. In this email, I requested PayPal to bill this transaction to my XXXX or PayPal credit card. PayPal never responded to my email. I called PayPal again in the next XXXX days. The customer service could not address issue. When they transferred me to specialists, I was hang up. As a result, despite a case filing, an email and XXXX phone calls, PayPal still billed my XXXX XXXX Account which was never authorized this transaction and has no money in it.
